2007 - '08 ULI-Chicago Community Vision Award
S. B. Friedman & Company was engaged in January 2000 to provide
development advisory services to assist the Village
of
Bartlett
in bringing about the development of an approximately nine-acre site
located adjacent to a Metra commuter rail station in the downtown.
The
site is located in an existing
TIF
district. Our scope includes developing and testing a market-driven,
site-specific development concept, overseeing the design and site
planning of the proposed concept, preparing a developer RFQ/RFP,
evaluating developer proposals, and assisting the Village in
negotiations with the selected developer.
In
2008, the project won a Community Vision Award from the Chicago
district council of the Urban Land Institute (ULI) for its
contribution to urban reinvestment.

The Village of Bartlett's Town Center project was created in 1986
with the approval of a Tax
Increment
Financing (TIF) Redevelopment Plan for the downtown area. The TIF
Redevelopment
Plan's
goal was to improve the streetscape and commercial viability of the
area, while cleaning up a
contaminated and dilapidated
industrial area (brownfield) in the heart of Bartlett's downtown. The
project provided for the consolidation of seven acres and four
property owners and the
environmental cleanup of an abandoned factory, one factory set to
move, an auto repair facility and a
contractor's yard. In coordination with the development of this
property, the Village has been in
negotiations with Metra to move the trains station eastward from its
present location to coincide
with
the location of the Town Center to clearly set the tone for
transit-oriented development
envisioned by Village Officials for many years.
