Use of TIF in Support of Chicago Housing Authority Transformation
S. B. Friedman & Company assisted the
Chicago Department of Planning and Development in evaluating how to
use TIF in support of the Chicago Housing Authority (CHA)
Transformation. The work was funded by a grant to the firm from the
John D. and Catherine T. MacArthur Foundation. The scope included four
key elements:

Establishing a data bank for CHA projects not currently
in TIF districts to facilitate later phasing of TIF designation as Ablighted
prior to becoming vacant”

Estimating incremental revenue from CHA replacement,
mixed-income and mixed-use developments

Estimating the need for TIF assistance to specific
development projects
-
Creating a comprehensive model of financing gaps,
including infrastructure, environmental, development project, and land
acquisition; and the availability of TIF funds to fill such gaps
We worked closely
with staff from the Department of Planning and Development and
participated as needed in working groups with other departments.
