These analyses draw on our knowledge of the public costs and
revenues resulting from development. Revenue estimates take into
account actual tax assessment practice, aid formulas, multiple
revenue sources, and market conditions influencing sales and other
tax generation. Public cost studies reflect budget factors,
departmental capacity, and economies of scale.
Through these types of studies, we have helped achieve public
approval of controversial development proposals and have helped
cities to establish fiscally responsible development plans. Our
