Fiscal, Economic and Tax Studies - Representative Engagements

The firm performs studies of fiscal, economic and tax impacts related to rezoning, annexation, and evaluating and challenging public policy.

The firm's services include:

  • Fiscal Impact or Cost/Revenue Studies
  • Economic Benefit Studies
  • Impact Fee Analysis
  • Economic Impact Studies
  • Property and Sales Tax Impact Studies

These analyses draw on our knowledge of the public costs and revenues resulting from development. Revenue estimates take into account actual tax assessment practice, aid formulas, multiple revenue sources, and market conditions influencing sales and other tax generation. Public cost studies reflect budget factors, departmental capacity, and economies of scale.

Through these types of studies, we have helped achieve public approval of controversial development proposals and have helped cities to establish fiscally responsible development plans. Our studies have helped both the public and private sectors to understand the costs and benefits of development decisions and arrive at mutually beneficial zoning, tax abatement, and policy decisions.

We also conduct economic impact studies that estimate the broader economic benefits and impacts which also may result from projects. These include employment, multiplier effects, and more qualitative impacts on the overall development climate of an area.
